(These results have been proven over the course of more than a decade, so the standings you see are an extremely accurate representation of where the best programs are and the order of which they have been assigned. If you disagree with the list, just look up the accomplishments of each of these bands and you will not be able to deny their rank on the list.)

Someday...Houston will could Munford at Bandmasters again and everything could change. One thing you have to take into account with a list like this is how much each band practices. I would say Houston practices roughly a third as much as Munford, with more students and less staff. But Munford's success obviously cannot be ignored. Judges these days seem to like the original works that Munford buys each year as opposed to Houston's strategy of arranging existing music.

I don't think you need to take practice time into account at all. If you're trying to name the current top bands, you base it on current competitive success. Bands create their own practice schedule. If you Munford is beating Houston just because the judges 'like' their show design more, you aren't being fair. Yes, show design is crucial to scoring well, but it still comes down to execution. Nobody (as a whole band...individual sections you can debate) executes better than Munford in the West right now. With that said Houston is a fantastic program and I have nothing negative to say about anything they do.
